  1. Combine all dressing ingredients in bowl and whisk together until emulsified.
  2. Assemble by separating each endive leaf and spooning an equal amount of goat cheese onto each leaf.
  3. Add a mandarin slice and then top with crushed pistachios.
  4. Drizzle with dressing and fresh ground pepper.
